Request for Qualifications Bridgeport Economic Development Corporation Planning/Engineering Consultant to Revise West End Municipal Development Plan
The Bridgeport Economic Development Corporation (BEDCO), an affiliate of the Bridgeport Regional Business Council, working in collaboration with the City of Bridgeport, seeks a Planning/Engineering Consultant to prepare a revision to the existing West End Municipal Development Plan. The revision is intended to expand the geographical scope of the Plan and address certain real estate and infrastructure needs of the planned Bridgeport Eco-Technology Park. The Eco-Technology Park is a public/private partnership in which several companies have pursued or plan to pursue projects that have a basis of “sustainability”, particularly in recycling materials, renewable energy generation, co-generation, or clean-energy use.
The West End Municipal Development Plan is a Municipal Development Project created under Chapter 132 of the Connecticut General Statutes. The revised Plan is intended to attract public and private funding for implementation.
The chosen consultant or consultant team will have a track record of conceptual development and design for successfully completed projects involving two or more of the following: recycling; renewable energy generation; co-generation; and clean-energy use. The chosen consultant or consultant team will also have relevant experience in the creation of a previous Chapter 132 project that subsequently obtained local municipal approval, attracted public or private funding, and was partially or wholly implemented.
It is currently envisioned that the Plan will be created in two distinct phases. The first phase will generally entail the establishment of the geographic metes and bounds of the planning area, a complete inventory of the existing infrastructure in the area, and a profile of existing land uses and businesses within the zone. The second phase will generally entail the assessment of development opportunities, the creation of a capital investment program with budget estimates for the public infrastructure necessary to realize the development opportunities, and an economic analysis for the purpose of estimating potential job creation/retention, potential capital investment and potential tax generation resulting from the implementation of the Plan.
Statements of Qualifications for the first phase should be submitted by 5 PM Tuesday October 14, 2014 to:
Bridgeport Economic Development Corporation C/O Bridgeport Regional Business Council 10 Middle Street Bridgeport, CT 06604
